I'm trying to fix friend of mines Dell computer.. its an 8400 so its about 3 years old.. He started having it freeze on start up or boot up extremely slow... he had no important suff on the hard drive so I reinstalled Win XP on it and all the correct drivers..still got the freeze and slow boot up.

I had another hard drive around so I put that one in, did windows and now it freezes at the Windows start up..still.. it will run in safe mode though. The Bios is up to date, the computer is dust free in the inside, all fans are working.... I can't get into windows to put the video drivers in but I don't think thats the problem. I have it booting from the Sata drive first also (Where windows is0 Any thoughts or ideas?? Im thinking something may be wrong with the motherboard...but it does run in Safe Mode...

Try swapping the ram froma good working machine if possible.
or
Pull out all devices/cards, reinsert only video card / HD / Ram and see how is does. Then plug one device in at a time on a fresh load.

Yup, i had the same problem - I needed a new motherboard.

It's still an overheating POS.
Oh and it's a Dell too.

Have you gone to start > run then type sfc /scannow ?
It will ask for you install disk in the cd drive by default d: I have been drinking so look at
http://www.updatexp.com/scannow-sfc.html
It has a good simple walk through on how to change registry settings to look in the i386 folder on C: by default if you are using a dell or if you do not have a XP disc.

also might try bootvis from http://www.majorgeeks.com/download.php?det=664

to get rid of all that Dell proprietary crap.

Also might check the voltage of the power supply in the BIOS.

Or might want to tell your friend "Dude it is fried and your NOT getting a Dell" as cheap as PC's are now ever considered a DOU2 board and cpu combo?
