V was a terrorist, but a premise of the movie was his terrorism was justified. In the end, the people overthrew the government by non-violent means. V sending the train to destroy the seat of government was symbolic, like burning a flag. The intention was not to kill civilians, the intention was to remove the symbol.

i dunno if this is what hes saying, but when youv experienced the worst life has to offer, the fear of taking risks and worrying about where they might lead y ou is reduced, cause you see u can survive the worst, and therefore dont fear as much.
