Give me a break. Toronto has 5 million friggin people, MOST of which are immigrants/ethnic minorities my friend. Nowhere, but nowhere is more culturally diverse than this city. Yet we have a violent crime rate 1/5 that of any comparable American city. So your little theory about Rafik and Le Roy holds no water.

Toronto is the MOST heavily populated city in Canada. Increase population size and there will be an increase in everything else. Simple.

All these people crying that Toronto is a warzone and turning into the next Compton are overreacting idiotically.

Toronto's population size is increasing moreso then any other city in Canada, hence the increase with everything else. PER CAPITA we are the safest in Canada, which is why simply screaming 70 murders is assinine. Most of these crimes are being committed in the usual locations, so the obvious thing to do is stay away from these areas and let these morons kill themselves off.
