technique question

i was told that when doing flat bench press to only press 3/4 of the way instead of locking the arms all the way out to really isolate the pecs. have any of you all heard this, or is this just a load of crap?
 
if you dont lock your elbow out you will be keeping continuous stress on your pecs, so yes this is good for that aspect, though i like locking my elbows out so i can use as much weight and more reps. just my opinoin though.
 
im working with a guy who used this technique exclusively. he has good power off the chest but the last 1/4 of the movement goes to shit. his triceps also reflect how his bench technique is. no tris, so now we are playing catch up. best bet is to work through a full ROM so you dont have to go back later and get caught up.
