odd question about locating someone over the net

first off...i'm not a stalker

someone i know over the internet always sends me gross links and plays stupid tricks on me. I was thinking if i got thier phone number and made a prank call letting them think i had all their personal info it would be really funny. I know the state, city, and first name of the person. I ONLY know this...is it possible to get thier phone number? hehe

i also know the ip address...

doesn't seem like it would work unless i had a last name i guess right?
