I have the same problem. When I was in the Navy I weighed 156lbs. at 10% BF from all the running and calesthenics. Every thing in proportion except upper legs and calves to an extent. 29-30" waist, 25" thighs. Now at 200lbs and prolly 18% BF(bulked up and ate like a fat man, DOH, so I put on some pudge) my thighs are 27" and I just started lifting again after like a 6 month break. Before I quit my thighs were prolly 29-30" at the same BF I have now at 215lbs. I purposely only do squats for legs and deads/cleans etc for hams because they balloon up if I do leg extensions/curls because they get uber pumped. I love it sometimes because even when I don't lift my quads are bigger then most veterans, but other times it's a pain cuz I can't walk or run more than a mile or 2 before I get really bad thigh chafe. I've taken to moderate swimming because I get no chafe from that 
. Trust me, chafe sucks. Hot days just blow if I gotta work and walk around alot. One time I had to walk bowlegged for a day or two cuz of chafe and my buddies knick named me the sheriff lol. Even with low BF I still chafe somewhat. So be careful what you wish for. LMFAO, I don't know where my legs came from. My dad is 6' and has chicken legs, my mom is 5'2 and has athletic legs, and I'm 5'8 1/2" and have thick muscular legs. WTF. Mom lied to me. I'm gettin DNA testing done for real. Oh ya, and jeans are out. The only thing that fits comfortably are slack style pants. Dickies being a personal fav, but that's just that ghettoness I inherited from growing up in the hood, Naw I'm sayin? Or was it cuz mom had to shop at K-mart instead of Nordstrom's?

I hear you orb. Pants can be a bitch to find. 32" waist, 29.5" thighs here.
