It should be suficient at 25mg, get labwork after 4 weeks of PCT to confirm this. It's a good idea to start low and work your way up to find your "sweet spot" of clomid that will bring your test to top-range levels. For example, when searching for my sweet spot I started at 12.5mg, this brought my test to a little below mid range, so I upped it to 25mg and it brought it to just under the top of the range. I stayed there because there is no need to go higher than this. Your body's natural production (when you're off clomid) isn't likely to be this high anyway.
Nandrolones like tren and deca are more harsh on your HPTA because they also bind to progestin receptors and downregulate your pituitary response to GnRH. I believe the key here to a successful recovery isn't so much on the quantity of the PCT drug used, but the duration of use.
3 weeks is not enough. 6 weeks should be a mininum, 8-12 weeks is optimal.
When using a low dose of clomid (no more than necessary), the estrogenic sides are minimal. Clomid works by blocking estrogen receptors and selectively activating some of them as well. The more clomid you're using, the more "selective activation" will occur, and this is where the estrogenic sides come into play. Once you get some labwork done (4-6 weeks in), you'll likely see that 25mg is plenty enough to bring your natural testosterone to the top of the range and more is not necessary.
