I've noticed it's mostly younger girls wearing stuff like that, and most of the time time it's just for shock value. One of the interns at my office (18 years old) has a shirt that says "i'm worth the moneyt," and she's really a sweet girl -- she just likes to wear provocotive stuff when she goes out.
