Sounds like it could be something you'd read as a companion book to How To Win Friends and Influence People. That book deals with the flaws of human nature and how to twist them to your advantage when dealing with weaker people. I'd much rather those people be able to own up to their faults and improve themselves as well but apparently that's too much to ask. The author goes into great detail of how to work around this.
