My uncle kept finding dead bodies on his south Texas ranch. People who were trying to cross would get dehydrated and disoriented and stumble onto his land and die horrible deaths. He found a young girl once - probably 15 - and he couldn't take it anymore, so he started leaving out water jugs. Fewer dead bodies, he feels better about life in general. The poetry sounds kind of geigh, but I see nothing wrong with helping dying dehydrated people get some water.
