I noticed this also. He looked like a sriveled up prune in WCW, now he looks very tight and vascular now. He's in excellent looking shape now, but still is slow as molasses.

JR has Bell Palsy, a condition that causes a person to lose muscular control of their face.

I thought that whole thing in the stands was real, but that's because I only watched to 1st half of the show. I watched teh 2nd half on Tivo and the whole thing with Flair getting arrested because he punched that guy tells me that thing was fake as hell. It was well executed though.
