I don't see how the milk mentioned slows down digestion. It’s usually the fat that is responsible for that, so no-fat milk = no prolonged digestion. If its the casein your referring too, remember that the milk just adds some slow digesting proteins, it doesn't make all digestive protein absorb at a slower rate. The casein compounds on itself when it hits the HCl of your stomach and time releases. Any other protein eaten would be processed individually. I always use water with slin anyway, just easier that way - plus 100g of dextrose in milk doesn't have a nice taste. Keep a roll of Glucose tabs (like $2) on you incase of a hypo episode - I have one roll in my gym bag and a couple in my car.
