favoring a weaker muscle????

i was always told you should never do that. the theory went that if you lift them both them same then the stronger one will eventually stop growing to allow the weaker muscle to catch up... I've been doing that with my calves and triceps for the last year and nothing!!! am i just shit out of luck with having "dead" muscles??? i was thinking about doing light weight (kinda like warm ups) on the days i'm not lifting that body part and then on the days i do hit it super hard. has anyone ever had any luck with this??
 
My left calf was noticeably weaker and smaller than my right, so I did one-legged raises on it every day for about 2 weeks and found I was much better at activaing it when doing two legged exercises.

I was doing 3 sets of 20 for my left and 2 of 20 for my right each morning on a step outside my classroom (was about 13 years ago!) My left would burn and my right would be easy.
 
at peak contraction on both seated and standing calf raises they "feel" equal. i was told since i'm right handed i walk with the right leg first and to deal with it. the strange thing is if i'm right handed why the fuck is my left tricep bigger??? i don't jerk it that much (i totally do)
