That's crazy. How do you define a smoker? Someone who smokes a pack a day? Someone who smokes one cigarette a day? Insurance doesn't differentiate but you have to if you're going to implement something like that. I smoke 3 cigarettes a day at work, 5 minutes per trip downstairs for a total of 15 minutes. Allotted break time is two 15 minute breaks so the non-smokers are getting 15 minutes more than me a day. Do I as a smoker get an extra weeks vacation?

I'm just saying that you can't fairly do what Finland has apparently done. You are grouping every person who lights up a cigarette into the same category and giving everyone that doesn't a considerable benefit. It's not that simple.
