you have a good point, however, you need to keep one thing in mind. if someone is unwilling or afraid to use it, that makes their situation 10x worse. lets say a woman's husband convinced her to carry for her own protection. she's walking down the street, she gets attacked. she pulls out the gun, but her attacker can tell that she's so unsure of herself and too afraid to use it. what happens next? the attacker now has it in hand. what was to be a mugging and possibly a rape has now turned into a definite rape and possible homicide.
this is not true of all women that choose to conceal carry. i'm sure there's plenty out there that can outshoot me and are more willing to use their guns than i am. but guns should not be left in the hands of those that are afraid of them or who are unwilling to use them (and, of course, those that have not been trained to use them.).
