Does anyone else see something odd about this news article from CNN?

WASHINGTON (AP) -- Former secretaries of state James Baker III and Warren Christopher say the next time the president goes to war, Congress should be required to say whether it agrees.

The co-chairmen of a bipartisan study group have proposed legislation that would require the president to consult lawmakers before initiating combat lasting longer than a week, except in cases of emergencies.


There's some irony in there if you think similar to me. I want to see if anyone else notices what I noticed.

Its the difference between a military action (solely the Commander In Chief's authority) and a true war.

Probably a decent idea. Get everyone bought-in before even starting a MI.

In Iraq, Congress actually voted to allow the President to make the decision.

The irony in my mind is the last phrase "except in cases of emergencies". Well duh! Shouldn't the military be used strictly for emergencies?

You've always got to have a CYA out clause.

"Oh, he shouldn't of done that. It wasn't an emergency."
