I think you need to send it airmail, not sure but you might be able to pay the postage with US stamps but its always more expensive.
For a card to Finland its .80$ US, so if you only affixed postage of .37$ it most likely will come back or perhaps arrive postage due for her.
I dont know, I usually just go to the post office and tell them where Im mailing and they do all that stuff and give you the rate
