Dammit, I can't gain weight naturally. What am I doing wrong?

I currently weigh at a lean 180 but I can't gain anymore weight.
According to my caloric intake I'm supposed to be consuming 3,600 calories to bulk.
360 gr. of protein
270 gr. of carbs
117 of fats

Here is my current meal plan:

Meal 1: 60g of Whey protein and a bowl of Oatmeal or whole cereal and Flax oil

Meal 2: MRP and an apple

Meal 3: Tuna sandwich, Yogurt, and a banana

Meal 4: 8 oz. chicken/steak with rice and veggies

Meal 5: Bagel and 60g of whey protein

Meal 6: 8oz. chicken/steak with potatos/rice

Actually, your calories (although I do not see the amount of each food, I can assume) are about 2700-2900 (and that's an overstatement). So, you might want to sit down and take in a little more food.

How long have you been doing this? the time frame, if too short, is what is really the problem then

I've been eating like this for about 3 months now. What other foods do you think I should throw in there?

3 mo and no gains? You must have the metabolism of a cheetah...

Hmmmmm, this is tough because I do not want you to gain too much fat. Would you be willing to try the anabolic diet?

yes my metabolism is very high. If I start eating too much food then I start gaining fat. That is why my current diet is very clean.

What is the anabolic diet?

Anabolic diet is like a CKD....

However, you really never reach Ketosis on M-F and on Sat/Sun you EAT WHATEVER you want (like a 2 day binge for maximum anabolism).

M-F you do low carbs and the high fat/mod. protein, but the carbs are about 50g (greens and such), so you have the benefit of a low insulin environment while decreasing the catabolism attributed to the usual low-carb no keto diet.

Won't I lose weight instead of gain weight with this diet? How many calories should I be taking in on this diet?

You should gain weight, for on M-F you would be taking in about weight x 15 in calories. On sat/sun weight x 20.
