Arnold's been accused of having implants but I think that's unliekely since that procedure wasn't really around back then. I think he just never trained them and once he realized they sucked compared to the competition he went ballistic, and of course, those amazing genetics kicked into place.
I made progress on the 4 minute calf routine once a week and so has everyone I know who's used it. It's available in "The Bodybuilding Truth" but can be dowmloaded for free here:

Of course, gains will only go so far (my calves still suck) but it'll give you that little extra once you've tapped out all other forms of training them.
Even while on gear, lagging bodyparts will still lag, but I discovered the routine after I stopped juicing. I'd be curious to see the results while "on."
