Maybe for offseason work but, without ramp ups and max outs, you can't work for your one rep max as effeciently. Especially when nearing a comp where you should be working down to heavy singles and doubles.

Depends on the person. West Side Barbell and Metal Militia both have great powerlifting workouts. It's sort of a matter of personal opinion as to which workout is the best. All top level powerlifters have tailored their workouts down to suit them and their needs the best.
