The rich do pay a higher rate than janitors. Income tax for them is about 42%. The janitor would pay the same capital gains tax of 15%.

Capital gains rates were intended to encourage new business investment. The rich don't create anything by trading in stocks and commodities, and it makes no sense that we shield them from paying fair tax on that type of income. The rich finance the majority of this country you say, but how? by exploiting the natural resources we should all benefit from as citizens. By being fortunate enough to have this countrys economic system and infrastructure that allows them to enrich themselves, and by having a middle class that pays. So the rich should pay for the benefits they have received.
