Yep. See how shitty ~13 seconds is? Every runner in Canada who tries to complete at the top level can at least make ~11. Serious college runners can usually make ~13 - ~15.

I could have sworn I ran a 13 sec 100m in 9th grade. During weight training my senior year I was running a 4.7 40, so I'm pretty quick.
