Is the drug harmful to a pregnancy? I don't understand why she would refuse treatment.
This woman lacks common sense. It seems to me she does not have an understanding of how the world works, and although part of me thinks its kinda bullshit that she was arrested for this she needed to wake up and maybe this will wake her up. She was arrested because she refused outpatient treatment when a social worker said she needed it. If a social worker shows up at your house because you broke the law previously and says you NEED to be in treatment under a doctor's care, you're stupid if you refuse.

Define harmful. Is it safer than scoring smack off the street and injecting your arm? Yeah. Is it cat A? Hardly.
It would be harmful if abused. Other than that No. My opinion is that it is safer than methadone (other alternative for opiate addiction recovery).
