Because everyone who is sick, will die before they get approved for care, and county funerals are cheaper than most medical treatments . Before Microsoft was targeted by the government for an anti-trust suit..funded by taxpayers...they spent $0.00 lobbying congress. They spent hundreds of millions of potential shareholder wealth and innovation to defend against a lawsuit they won. Since the anti trust suit they have spent hundreds of millions lobbying congress....they have been left alone.

That brings us to a more interesting scenario....the explosion of lobbyists has shown that the ROI in lobbying congress is better than going to the private market or investing it in growing your business.
