Why is spanking still allowed in schools in the USA?

I read that paddling as punishment is currently legal and practiced in 23 states. How can this be possible in modern times? Don't people realize that spanking can be a highly sexual act? Paddling is even allowed on sexually mature high school age young people. That's like allowing teachers and principals to rape students as punishment. You know there have to be a lot of school administrators that get their sexual thrills in the name of "discipline". I think there were always crazy sexually perverted people. It's just in the old days people didn't talk about it openly.

I agree.......we should immediately institutionalize the "tossed salad man".........cause there can be nothing sexually gratifying for young boy or girl than to lick a crusty old man's asshole........kudo's to chris rock for the concept. When I moved down here for my last year of school I told one of my teachers that I didn't need his class to graduate cause I already took it at my other school and I wanted to be in a diff class. He then thratened me with a swat and had the principle come in with a 2.5 ft wooden paddle with holes drilled in it. I told them it was illegal and they tried to tell me it didn't matter. So I said when I take it from you and beat your ass with it it won't matter then will it. Then I was expelled the next week.
