Why can I only post every 720 seconds??

I tried to post a reply and got the message that " the administrator has decided that users can only post every 720 seconds." Or something like that. But I notice other users are posting much more often than that.

Can someone tell me what the deal is here?

I post like every 2.3 seconds

It happens to new accounts.

A) You can go Plat to avoid this restriction, or

B) Keep posting. It gets less each time. It only exists to deter alters.
