I usually don't respond to such opinionated topics but here it goes. Most photo shoots are done after a major competetion that is why the bodybuilder are so ripped. The weight they use is light because of the intense strain it takes to compete then do a photo shoot, where you lift weights for hours to get the proper angle symmetry and flex. This is why the weight is very light, In an article with Tom Prince and I think David Derth they explained how they go light at photo shoots so they don't rip anything because their bodies are still recooping from the severe dieting and dehydration factor.
In general bodybuilders are very strong, but they are not as strong as powerlifters, because powerlifters train to lift maximun weight, were as bodybuilders go for size leaness and symmetry.
