A riffle bullet will go through a level I, IIA, II, IIIA, cause these are "soft body armor". Level III and IV are rather plates that you place inside your jacket. They can usually stop .223 and many others. IV will also stop armor piercing bullets.
What can you use to defeat a soft body armor among pistol calibers ? A desert Eagle .50AE, a good .357 mag. is always worth the try, a 105 gr. 9mm AP, a 40 gr. THV 9mm, at some point a .357 sig.,
but look, dont waste your time, just go for the head instead.
