In regard to stopping endogenous T production, yes. That was one of the reasons Dec was invented. A non suppressive steroid! Oops. Didn't quite work out. (Actually Primmo succeeds very well in that regard).

Since Winn is believed to be an anti prog, it reduces the effects of Dec somewhat but it could just be the DHT helping with libido . Again, the chemistry is more Anthony's area.
