They could do a green mortgage and get financing above the qualifying guidelines if the property is approved.

They do, but most new builds are built green, and most appliances are energy star appliances. If you purchase an unfinished home and would like to make sure it's energy efficient the green mortgage would work. It basically allows you to find out what you qualify for, then will add a certain amount to the loan for the upgrades, up to $8K. It will also provide you with a sweet writeoff.
