When does the body begin using stored fat as energy?

Interesting. Where did you find that. High VO2max is an anaerobic energy metabolisys, which utilizes glucose for fuel, or converts protein to glucose by adding pyruvate which breaks down certain aminoacids (catabolism to compensate for maintenance of ATP)
I would venture to say that high VO2max only promotes increased lypolisys post-excercise, but that is mainly due to an increased metabolic advantage :o

I did a google search of "vo2max". I browsed through several sites before i read and quoted this one. It was a site advertising vo2max tests, I'll try to find it again.
 
Reading more on Vo2 max I think that they meant the bigger your vo2max capacity, the better your body can utilize stored fat as energy and not exercising at a high vo2max %.

When exercising at a high vo2max% the body will tend to use glycogen first, when glycogen is depleated it will turn to stored fat, however stamina will decrease at this point.

It seems like low to mid vo2max% is otimal for burning stored fat. Is that right?

Yes, it's right

but at higher vo2max% you burn calories for more time
