well I was driving home today and this type of shit actually happened, but the guy didnt pull into the supermarket although he had all the time in the world to do it

You'll have to prove it wasn't you in the car. Most Motor vehicle laws are "strict liability" types, meaning if the actus reus is proven, then no need to prove the mens rea which makes everything easier. It's dumb, he has your plate numbera dn can catch anytime. I had such silly ideas back in high school but I grew up since...
