Look up chemtrails. There's a conspiracy that the government is spraying chemicals onto certain cities and areas of the country.
Contrails are the lines you see trailing airplanes and jets. They are condensed water vapors and usually occur at high altitudes (above 30,000 ft). Becuase of the colder temperatures.
If it's below 30,000 ft than something is fishy. Not to mention the classic x pattern you described. Those would be chemtrails and are being reported more frequently. Ohio is a hot spot for them too.

Answer: A Chemtrail is a lingering contrail that usually expands out to form a cloud that looks much like a normal Cirrus formation but often will form below the normal altitude for Cirrus type clouds. Chemtrails also often have the tell tale oil slick colored light refraction patterns observable through them as you will see in the picture below.
Another reported difference is the fact that Chemtrails are often laid down in deliberate patterns that will resemble a tic-tac-toe, or zigzag pattern often overlapping or intersecting. Many times they form X's as well. Some have been referred to as looking like a plowed field where the sky is carefully covered from horizon to horizon.
Chemtrails also have been reported to have an irritating fallout associated with them that causes illness in persons who are allergic to what ever the materials are that these trails are composed of.
