What is their function? Did they just come out-of-the-box with the vBulletin upgrade?

Digg I've heard of from an Podcast I subscribed to. Has something to do with when whatever you're "digged" it'll relay the update to your home page - I think? I didn't like it with the podcast so I dumped it.
