Remember no spot reduction exercises work. I would make your 10 min running into sprint intervals - ever see a fat sprinter?? Also if you have tightened your hip flexors from ruuning, sitting & poor range deadlifting i.e not locking out - you may have increased the anterior tilt of your pelvis and the organs are now falling forward making it "look" like you have a fat lower abdomen. Also back pain, hernia's & ab surgery can all shut down the muscles of the ab wall leading to a soft protruding lower abdomen.
With the low carb & liposhred, try some new Dermatherm Target, and last if you are constipated, the lower abdomen can swell & protrude. Also if you have a food allergy / intolerance - many people are allergic to gluten, pasteurized dairy & soy which leads to a swollen lower abdomen.
Plus all the hormonal issues needto mentioned - maybe you should just keep your shirt on, J/K - it can be fixed, first find out the problems and attack them from least to most complex.
