They kill them on bases to curb the spread of disease or problems related. Rounding them up would expose the people doing it to the same problem. Also, where are you going to dump all the dogs that you rounded up? On the farming population outside the base to roam with the sheep and young kids that walk with the herd? In the city?

I don't like it either, but all it takes is one dumbass trying to act like dr doolittle to make the point for doing it. He gets bit, goes to the hospital, wastes important time, wastes money. Playing devil's advocate: If you end up having to pick your buddies legs up off the ground after getting hit, or are unable to pull someone out of a burning vehicle and have to let em burn, or have to go shower and clean off what is left of your workout partner, or put your buddy on a medevac knowing he ain't ever going to talk right again, do you think you're going to give a shit about a puppy in the next week?
