supplement kingdom to canada?

I was talking to a friend of mine... he told me that he ordered paid..recieved his goods but the company that dropped off the products.. made him pay a fee? like a tax? ... do you get taxed since its coming from the us to canada?

I think its suppose to be as long as the product is manufactured in the states, then it should be tax free shipping it here.
I did get hit with taxes(or some fee) ordering from PP, but maybe that was because i picked the fast shipping method, dunno.

Maybe Im thinking of duties? Are they the same thing?
Ive ordered from the states a fair bit though and almost never get stuck with fees.
