If your that lean at 212 then you should be getting about 3200 cal ED just for maintaining mass give or take. I would bet your barely getting that.
I would make sure im getting around 375g protein a day also. Maybe 200-250g complex carbs. Try adding a few cups of oats to your diet.
Also eat red meat and salmon...Lots of it. If you want to pile on slabs of beef then you need to eat beef. For bulking...fuck chicken and tuna. Not that they arent super foods but you need red meat. People dont eat enough red meat anymore.
Figuring you should hopefully be eating at least 6 meals a day then make 4 of those meals contain 10 oz of meat.
...ofcourse HGH will help get you there too...but it takes a while.
