So what hits the lower chest?

Well my upper chest is growing, but i cant get my lower to come and POP off the ribs. I looks too under developed.
 
Partial cable flys:

These are cable flys where you ONLY focus on the last 1/3 of the movement and keep crimping the chest till it gets pumped and burns

reps should be in the 20-12 range

THEN right after do super strict push ups till failure
( normal hand position or slightly wide grip.)

Do this AFTER the normal routine for 2 or 3 series
 
Please elaborate more on this, There are so many ways i can interpret that and not do they way you are specifying. For example how high shouuld i set the cables, top, chest height? Should i lean forward ?
 
cable flys partials = Only last 3rd of the movement till you flex the crap out of them
Pushups= pushups! do them right after the cable flys partials:)

do this 2-3 times till failure AFTER your current chest routine
