Site is working just fine. Its been very busy today but its completely fine

That only happens when someone was causing a problem on the site unless you have some sort of browser issue. Did you try from your phone ?

That only happens shen a customer was causing problems and gets banned from the site

I'm fairly sure 403 is a standard message. Not what a customer who's been banned sees.
