Because that's what it would come down to, especially with the majority of the House of Representatives being Republican, and Republicans technically in control of the Senate. just think if anyone in the US could purchase grenades, rpgs, high explosive weapons etc at their local walmart.

This was written back in the day, when there would actually be a reason to form militias and carry firearms.
