Any thieves. I believe in second chances, to be fair, but I think the punishment for anyone who steals anyway to involve what they stole somehow. Like this dude should get hit by a speeding car. Or maybe get dropped in the ring of a demolition derby until he's no longer standing.
Better yet, it would be televised in order to make an example of thieves. And at the end, the mc would turn to the camera and say, "Now, don't let this be you someday, boys and girls!"
