Do a serious supp stack like UNLEASHED/BIG BLAST/VIGOR. Up the calories. Lift some serious weight. Then come back in a year. By then you MIGHT be ready to do 15 mgs of dbol a day for one month and test the waters.

5'9 and 165... if you were much bigger before you lost all this weight, then working out without any supplements and proper diet should yield huge results quickly due to muscle memory. When you plateau out after that, then maybe think about a simple test cycle.
