Whilst I agree in principal to this rule, it does not take into account the 19 or 20 year old that may have been training for several years, has an optimum meso body structure, weighs 103 kg (227lbs), has BF around 11%, is 6' 1" tall, has good training practices in place, understands that gear is only one part of the equation, has been learning about the use of AAS & its positive & negative aspects for some time, is mentally & emotionally mature, and asks for advice on a cycle. I am currently working with two of these guys & at least I know they are using safe practices, are sensible with what they are doing, & have some backup if need be.
