leaner and fatter?

Is it possible to get leaner and fatter at the same time on a cycle?

I am about 7 weeks in and everyone is telling me how much better I look. I look in the mirror and have noticeably more muscle definition in the arms legs and chest. However, it seems my waist has grown by 1.5 inches. Is this normal to get leaner through the arms legs and chest while gaining weight in the middle?

Can I correct this issue by just cutting back about 700 calories a day or will that stop the muscle growth I am getting also? I don't want to expand waist but I don't want to not eat enough to grow muscle either.
 
The older I get the more I run into this problem, fat tends to accumulate more around my midsection than anywhere else. What are you running?
 
Might also be water retention, on a cycle I can get up to 265lbs but I can hardly see my abs and feel fat (this is with an AI). Once I'm off I drop down to 250lbs and I can see my abs again.

I wonder if it is water weight. I guess I could stop do pct and see if the middle weight drops off.
