Lack of endurance during lifting - multiple sets

Does anyone find that they are only able to do 1 or sometimes 2 sets with maximum intensity, and any sets that follow lose either reps or weight. Even when that first set is not done to failure, with about 1 or 2 reps before failure, I still cannot get the 2nd set to be at the same intensity as the first. For instance I did weighted pullups for + 45 x 7 reps, and 2nd set only got 5, even though my max is +90. Also Does increasing your 1 rep max up make your working weights easier, and thus you are able to do them with more sets?
 
Maybe you are working closer to failure then you think. What is your carb intake? Increasing your max will slowly make your reps increase, however I find them to be more or less independent of each other. If you want to increase reps you must train for that. I personally am strong at reps under 5, but people that lift less then me can do high reps at weights the same as I do or sometimes higher.
 
1RM going up does help, but you have to train for that as was mentioned in a post I just made :)

you need to rest longer and you need to start doing more sets, at either lower reps or lower weight and build up.

Ie start by doing triples with the weight you used in the first set for 5 sets. Then either add a set each week or add an extra rep for one set each week, until you can do 5 sets of 4, and so on.

But if your training at too close of your rep max, you do expect large decreases for each set, but this also depends on your nueral effeciency and how fast it recovers. You would rest at least 3 mins, preferbale >4mins to recover a large % of your nueral drive.
 
I don't think you can compromise here. Its either multiple sets below 100% intensity for the given rep range, or one set at your maximum. For me anyway...
