Injection Dispute

A buddy and I have had a friendly disagreement on what is a 1 ml injection. One of us says 1 ml is where the bottom of the stopper hits the 1 and the other says it's where the top part of the stopper ( cone shaped ) hits the 1. Can some one settle this please. Silly Question but want to find out. Thanks.
 
I've always stressed about this but it is actually the bottom tip. If there is a taper to it then the point touches 1ml. It helps account for the little space before the needle, if that makes sense.
 
^^^This^^^You are measuring the amount of liquid in the open space between the stopper and end of the pin.
