Impact Carbs vs. "Other Carbs"

I am hoping someone can explain the difference between “impact carbs” and “other carbs” as listed on the nutrition labels of most foods AND if the “other carbs” are detrimental to one’s diet IF they are trying to eat a low-carb diet. I know that the Atkins’ Diet involves ketosis and you can buy Atkins Snack bars which have 4 impact carbs and 14 “other carbs”. Going by this, one would think that “other carbs” are freebies and would not figure into the carb total for the day. I have been eating a small bowl of Cheerios that has about 28 carbs. But, Special K has 22 carbs and 18 of these are listed as “other carbs”

According to Mr. X...

...These non-impact carbs may not raise blood sugar levels much if at all, but still must travel to the liver. In the end when the liver has it's glycgen stores full, any remaining carbs can be shuttled away s fat. Mr. x knows his shit. He says count those carbs, so I do. I feel my cutting diet will be even more productive next time around knowing this.
