I doubt the state deemed him rehabilitated. Simple fact is that he became an adult, was not insane enough to hold onto and he was turned loose is most likely what happened. Another example of Americas sick falling through the cracks.

he's sittin in jail right now cause he legally wasn't supposed to have those guns. So the state recognizes him as a convicted felon even though it was a jeuvenile. So it already is on the books he ain't supposed to legally own those firearms even though he was 14 when he shottied up his old lady. So it's just a matter of making sure those kind of offenders get on the do not buy list.

Here's something most people don't know. The federal gov't wants background checks done, but they don't want to do it themselves. The FFL that sells a new gun is required to process the background check, report the findings to the state capital and to retain the forms in the gun store for something like 20 years.

The federal gov't never see's any of those forms.
