1) The Federal Gov't doesn't build levees they contract the building of levees. If flood protection was a priority the levee system shouldn't have been designed to CAT3/4, but N.O. from a political perspective isn't much of a priority on the national level nor is the majority of the improvised residents. The gov't doesn't put out minimum contracts to secure Ft. Knox, butt then again that is a priority of theirs.

2) The Federal Gov't doesn't maintain levees. That is the responsibility of individual levee boards.

USC did a study that showed most bliques didn't leave for two reasons...they assumed they could ride out the storm and they didn't want to deal with "tha man" because they assumed he was racist.

In other words, ignorance.

my family lived in lakeview. my house got 8ft. of water inside. when i get older and buy a house of my own that will be the first place i look. i love NOLA (well for the most part) lol.

the guy that wrote the article also lives in lakeview, in a "high & dry" area that did not require flood insurance. he got about 6 feet of water in his house; just moved back in last february.
